Think about it this way: when you go on short, domestic trips, you probably pack and plan differently than when you travel over international waters.
Shipping artwork is no different. Often, crate building is used for domestic shipping of artwork, and then the crate will be padded and packed according to the specific item that is being shipped. Sometimes, the piece may be able to fit and packed into a box, but that would have to be determined on a case by case basis.
Artwork is always important, and fragile, and care is required when handling it; care is also required when shipping it.
If a piece of artwork is valuable and will be shipped internationally, it should be packed inside a crate made with heat treated wood to ensure safe travels. The purpose for heat treating is mainly to kill bugs and prevent bugs from getting into the crate, thus preventing all kinds of other nasty surprises upon landing.
