Crates being sent domestically  can use plain wood, sturdy enough to do the job, but not so heavy that it adds unnecessarily to the total weight of the final crate and contents. The same goes for wood pallet materials. 

When it's time to ship something internationally, a different set of rules come into play. The International Standards for Phytosanitary Measures rule 15 (ISPM-15) requires any lumber be either chemically treated or heat-treated to kill any plant diseases that may be in the wood. That's what the words "phytosanitary measures" mean. Again, the same rules apply to pallets. With the choice of chemical treatment or heat treatment, heat is the obvious option. To start with, it's safer for everyone who comes into contact with the wood. There's no need to spray or soak the lumber in herbicides, which would expose the workers in the treatment plant. At each stage of the crate construction, more workers have to handle the wood to assemble the shipping container. That's more exposure. 

Next, the contents of the crate don't need exposure to the chemicals. The product in the crate might not be affected by the treatment. Then again, it might be. With heat treating the wood, there's no worry at all about possible contamination. 

Finally, there's the wood itself. When the crate reaches the end of its life, it can be broken down and used to make compost, if the end recipient likes to go green. The wood can be recycled into other projects, which runs right back to the contamination issue. It can also be burned for fuel or warmth. Burning chemically treated wood could bring people into contact with the chemicals left in the wood.
